They looked asian to me. Could have been Phillipines. they have a lot of words in their language derived from spanish. The kid that gets shot (a student) was one of the hostages escaping but the cop, in his haste, figured it was one of the bad guys making a break for it and THAT was the result. I don't remember if it said what kind of building it was... a bank (robbery) or a college (political protest).. but it definitely said the victim was a student. As for where.... Philippines, I think (It's been a long time since I read it). Of course.... it could be a load of bollocks.. but that's the only explanation I've ever seen.
